[issue19406] PEP 453: add the ensurepip module

For what it's worth I can get --root ready to go shortly, I have a patch against pip for it (https://github.com/pypa/pip/pull/1272) I just need to write some tests to ensure it keeps working. Let me go off and do that right now.
