The behavior you are reporting is in the Tk listbox widget.  Python's Tkinter is a fairly thin wrapper around Tk and its widgets.  I believe you will see the same behavior if you translate your Python code snippet to an equivalent Tcl wish script.  If you think the behavior is incorrect, I suggest you ask on one of the Tk related forums.
