@Zach, "it would be nice" to know more about this. I tried your little program on a desktop box, 32-bit Windows Vista, Python 3.3.2, but I boosted the loop count to 10,000. So it ran well over an hour, with a wide variety of other loads (from 0 to 4 (of 4) cores busy). `dt` was never less than 0.5. It was exactly 0.5 9,997(!) times, and a little larger than 0.5 the remaining 3 times. Yes, I was surprised too ;-)
