[issue15055] dictnotes.txt is out of date

dictnotes.txt is out of date w.r.t. dictobject.c

Remove notes from dictnotes.txt that duplicate comments in dictobject.c
and ensure comments in dictobject.c cover all aspects of tunable parameters.
