[issue15441] test_posixpath fails on Japanese edition of Windows

martin: while os.mkdir(b'\xe7w\xf0') succeeds, but strangely enough, subsequent os.chdir(b'\xe7w\xf0') fails.

This is not a bug in Python, but Windows issue.
