[issue11812] transient test_telnetlib failure

What do you propose for a fix?
1. Find a more reliable host to test with?
2. Change test to catch the error and convert failure to a skip?
3. Both ;-?
4. Something else?

Something like 2 would seem like a good idea for all tests dependent on a resource out of developers' control.
