[issue8863] Display Python backtrace on SIGSEGV, SIGFPE and fatal error

Patch version 7:
 - don't use snprintf() because it is not signal safe
 - catch also SIGBUS and SIGILL if available
 - Py_FatalError() uses fileno(stderr) instead of directly 2
 - Factorize code in segfault.c and test_segfault.py
