This is not really a bug.
ctypes uses 'objdump', which is not available by default.
(There are reasons not to install binutil on Solaris)

There is no 'objdump' but Solaris has 'elfdump', instead.

ctypes.util.py can use 'elfdump' instead of 'objdump'.
