Currently, distutils supports "site-packages". It
should also provide an option for "vendor-packages".

It appears that I was mistaken that this went upstream,
as it was refused for some bizarre reason:

So this should be closed too, and we'll have to fix it locally.

What is "vendor-packages"?
It is not something that is part of Python, AFAICT, so I
don't think Python should support it.
