Summary: email.Header.Header() produces wrong headers with utf8 enc.

Initial Comment:
If you pass 'utf8' as encoding to the Header() (e.g.
for the subject)
then most mailer can not decode the subject because
they expect
'utf-8' and not 'utf8'. Maybe there should be a check
for this encoding in the code.
