Summary: Documentation for Descriptors in the main docs

Initial Comment:
It would be good to see something like:
http://users.rcn.com/python/download/Descriptor.htm
included with the proper documentation.

FWIW, I put much of this information in the Library
Reference Manual section 3.3.2, Customizing attribute access.

Being part of the technical reference, it is dry reading and
does not take a tutorial approach with overviews, examples,
and pure python equivalents.
