[pytest-dev] moving repos under pytest-dev on bitbucket

I notices interesting issue with moving repositories under pytest-dev
When some user sends the transfer request and SOMEONE ELSE approves it, bb
set's the APPROVING person as a creator, so original creator looses his
admin rights.
I think we should not approve requests ourself instead the user should
approve his request himself - this way he'll keep admin rights properly.
But this requires adding the user to the pytest-dev team BEFORE sending the
request.
