yes, the logic of spawn_local_handler seems to imply it should spawn a cpython. it 
goes to /usr/bin/python if sys.executable is a pypy. but if inside a pypy 
virtualenv, /usr/bin/env python is another pypy, so this change wouldn't spawn a 
cpython as intended.
