[pypy-issue] [issue1515] buildbot failure: tk

Please [1] fix tk so that it raises ImportError if tcl.h/tk.h are not found; and
[2] afterwards, install it on some common buildbots, to make sure it is tested.
 (I can do [2] but would like [1] to be done first.)
