[pypy-issue] [issue1651] Windows: pypyw.exe?

On Windows, we need to compile *two* wrapper executables around the
"libpypy.dll": pypy.exe and pypyw.exe, similar to python.exe and pythonw.exe. 
The latter doesn't force the console environment.
