[pypy-issue] [issue1209] unicode format does not work with a unicode thousands separator

The test that needs the fix (test_locale_european) needs #1209 anyway. The other
tests work fine without the fix (unless you are using a utf-16 locale or
something, in which case they don't).

Or are you proposing that I will add a separate issue for the test fixes?
