First off: don't bother with easy_install. Use pip instead, like the 
official directions use (http://pypy.org/download.html#installing-numpy):

"C:\Program Files\Python36\pypy3-v6.0.0-win32\bin\pypy" -m ensurepip
"C:\Program Files\Python36\pypy3-v6.0.0-win32\bin\pip" install numpy
