[pypy-dev] Colo in Germany for the Windows build slave?

I don't have any particularly good answers, but thanks a lot for doing
that! Getting buildbots *maintained* is surprisingly tedious job that
only few succeed at. Getting that done on windows is double hard,
we're all super thankful!
