If it's all about downloads, can't you just get an account on the OSU
OSL FTP CDN directly (i.e. not going through PSF infra)?

We're using it for Midnight Commander at the moment, and not only their
service is very excellent, but also getting an account was a rather
unbureaucratic procedure...
