This precisely *fails* to give you any concrete idea about what
changed in PyPy 2.3 :-)  This "Highlights" list contains exactly the
same bullet points as the 2.2.0 release announcement.

You should point people to
https://bitbucket.org/pypy/pypy/raw/release-2.3.x/pypy/doc/release-2.3.0.rst
, which contains the most up-to-date version of the file.  Soon, it
should be fixed to include what's really new.
