[pydotorg-www] Edit local user group page

Hello fellow Python Community Members,

I would like to update the local user group page since the python group in Cologne (pycologne) does not exist anymore and I would like to revive it with some other community members. 
I will set up a meetup group that is part of the official Python Software Foundation Network and reference in the wiki to this new python group.
