[pydotorg-www] Update local user groups

Hi there!

I just signed up to the python.org wiki to update the local user groups 
(https://wiki.python.org/moin/LocalUserGroups) to add the Django Meetup 
Cologne which I'm hosting. The docs tell me to write an email and state 
my plan.
