[pydotorg-www] Contribute to the wiki

Hello,

I would like to update the description of the PythonCabal Python
User Group in the LocalUserGroups page.  I live in Guadalajara and
added that entry a few years ago with a previous account ppaez.  I
just created a new account PatricioPaez as suggested, I am fine to
use this one.

I read the Wiki Editing Guidelines and agree to follow them.  I like
to document things, I might contribute in other parts of the wiki if
needed.
