we have bursts of this problem, it's believed due to overloaded VM 
(overloaded by being hammered by bots trying to break in, not because it 
itself is doing too much work).

the credentials you mention don't look like wiki credentials, however, 
they're supposed to be in the form of a WikiName, and are not related to 
credentials elsewhere on python.org.  I certainly don't see anything 
that contains "framework" in the list of people authorized to edit 
pages. Are you sure those are the right credentials?
