Because it's a good way to distinguish legitimate human editors from
spambots. Most people who create wiki accounts do so because they want
to make a particular edit, so it isn't usually much cost. Spambots, on
the other hand, aren't thinking of constructive edits, so this is a
challenge.

And if the bots start making constructive edits...
