[pydotorg-www] Add Python Developers Nepal to the list of Local User Group

I am Sudip (username: sudip on wiki page). I am a member of Python
Developers Nepal - a Python User group in Kathmandu. We have conducted 6
offline meetups and have a good online presence. I would like to list
'Python Developers Nepal' in the list at
https://wiki.python.org/moin/LocalUserGroups.
