It seems amk has already done that. The issue isn't really that much
"clean build", but that the new-build directory is excluded from the
automatic update, out of security concerns where somebody could check
in stuff that then runs fairly unrestricted on www.python.org.

If you want root access to www.python.org (which is required if you
want to update the new-build directory), please let me know in private
(giving your preferred unix account name).
