[pydotorg-www] Wiki moved to dinsdale (2nd try)

With Kai Storbeck's help, I figured out that I
had to ping the router once from the new system
to make moving the address work.

I have now moved the wiki to dinsdale a second time,
and this time, it really seems to work :-) I have given
the wiki 4 CPUs, and removed the CPU quota.

Again, if there are problems, please let me know.
