I dug around a bit more and found it in
/data/website-build/build/scripts/post-commit-svnup.py

Here's the command I executed as root.  Hope it was right:

cd /data/website-build/build
./scripts/installwatch.py -f out -t
/data/ftp.python.org/pub/www.python.org -l installwatch.log

The home page is back.
