Yes. And the jobs/events aliases could be flagged in some way if need be.

I'd automatically pick a random assignee - this would forward the message to
them, which enables them to respond to the issue. If they don't respond
within a few days, then the issue is automatically reassigned.

Almost. The Roundup user responding only closes the issue (since they're
already assigned). Also, their response is sent to the original submitter,
not a form letter.

No messages are generated for changes of assignment, therefore no emails are
sent (except to the new assignee, who gets a copy of the most recent
message).

No problem there, though I'm not sure it's needed given the auto-reassignment.
