Summary: Cleaned up 16x16px icons for windows.

Initial Comment:

Since the currently distributed icon files only 
include 32x32px images, Windows resizes them where 
16x16px is needed. With the predictable result that 
they look blurred and dark.

The attached icons include 16x16px versions of the 
current icons. It's the same friendly-snake-icon as 
always, just prettier in small sizes.

They are lighter in color, though I would prefer if Python
on Windows used the smallest versions of the Mac icons
(preview available here:
http://www.doxdesk.com/img/software/py/icons.png ).
