Summary: optparse LaTeX docs (bug #638703)

Initial Comment:
As said in my comment on bug #638703, I've made
some LaTeX documentation based on the text files from
the standalone Optik package. Contrary to my comment
there, I haven't added reference documentation based on
pydoc.help(optparse). I'm not convinced this would add
any value to the documentation.

An archive is attached with:

- liboptparse.tex
- patch for lib.tex
- patch for Makefile.deps

And three example files, used in liboptparse.tex (with
\verbatiminput)
- required_1.py
- required_2.py
- caseless.py

The diffs are based on 14/11 CVS, because my
workstation isn't on the internet. I have to mirror Python
CVS using a CD-RW from another computer.
