Summary: Merge xrange() into slice()

Initial Comment:
Changes from Raymond Hettinger's last version of this 
patch:

1. Removed #include "rangeobject.h" from Python.h

2. Changed repr to suppress None arguments so it now 
looks like the old xrange repr.

3. Added .slice(len) method that exposes the functionality 
of PySlice_GetIndicesEx.
