This patch converts _cursesmodule and _curses_panel
into using ParseTuple, METH_VARARGS, METH_NOARGS, and
METH_O throughout.

Patch no longer applies cleanly; don't really understand why.

Fix that and check it in?  I haven't checked each line of
the patch, but it looks innocuous enough.  Changing
resolution to "Accepted" on the grounds that noone else is
likely to care, but feel free to leap in if you do.
