Summary: commands.py for Windows

Initial Comment:
The commands.py  module claims to only work on 
posix, I really don't see why that should be case. 
The only issue is the use of { ;} in the command 
sent to popen, but that's just a matter of changing 
the command for the os. Simple.

If accepted there should be a documentation 
change as well, but not sure where that is.

Tested on Win2k using Python 2.1.3
