Summary: Make _tkinter.c Tix aware

Initial Comment:
A small patch to Modules/_tkinter.c to
define the constant _tkinter.TIX_VERSION.

This will allow Tkinter.py to know if Tix is present,
and if do, define the Form geometry manager.

The attached context diff is against 2.1b1, but it
should apply to any 2.x version.
