I have started getting an unreasonable error from Pandas doing a date cast
that I had been running successfully for more than a month.  I assumed that
someone had trashed something in Pandas so I have spent 6 hours trying to
upgrade from pandas 1.3.5.
Since pandas 2.0.3 is advertised as being the latest I expected to be able
to do the upgrade.

Instead, I get this:

What is the soulution?  The error message implies that 1.3.5 is the latest
available.
