[Pandas-dev] 0.13.1

We're on schedule to release 0.13.1 next week, two weeks
after the ANN. afaic we can tag 0.13.1 now if the queue
is cleared and all recent issues have been triaged and
bumped to 0.14.0.

I'll do my bit to help close the hot-potato doc tweaks PRs
in time for the release if it comes to that.
