[Pandas-dev] Unable to continue maintaining pandas windows binary builds

This is fine. I am going to nudge the windows CI box here and get the
binaries built this afternoon-- I need to move the VM to my laptop
rather than a box in the corner; unfortunate that having SSDs has made
toting a 60gb vm less desirable.
