[Numpy-discussion] SVN changes that need to go into 1.0 and 1.1

For the next several months until 1.0 comes out.  Please make changes 
that go into 1.0 to the ver1.0 branch of the NumPy SVN tree.

Then, periodically, we can merge those changes back to the trunk for ver 1.1
