Python installation failed when I try to install to system dir on Windows 10. (C:\Program Files\Python37)
**Reproduce**
I have downloaded the installer, and I have changed the install location to `C:\Program Files\Python37`. Then I get the attached error.
**Expected behavior**
Not to crash, ask for administrator privileges. If its needed.
**I use:**
- Win 10 Pro
- Version 10.0.18362 Build 18362
- Python 3.7.5 (https://www.python.org/ftp/python/3.7.5/python-3.7.5-amd64.exe)
