[Neuroimaging] metrics on bundles in dipy

Hi Alexandra,

There's a work-in-progress pull request implementing something like this:
https://github.com/nipy/dipy/pull/1695

For the time being, you'll need to pull this branch down to get these
features, but it should make it into the master branch soon, and hopefully
into the next release.
