Well, that's still a cost to the users (if I update my scipy, I need to
reaudit my numerical codes).

But given the numbers that you show above (which you can obtain also by
packages.ubuntu.com/packages.debian.org), I would say that a dependency
on 0.12 is fine: very few people should still be on 12.04 or Wheezy.
