[Neuroimaging] Nipy.org new website needs a complete remake

I do think that there was some discussion, and there of course could
be further discussion if needed.  The concern was not having a
consolidated portal for all the tools out there, and Ariel worked
pretty hard to put this content together (and this should not be
lost!). It's a Jekyll site so that it can be hosted by github:

https://github.com/nipy/nipy.github.com

I'd be happy to help in some way, if we want to talk about what would
be best for the site.
