[Neuroimaging] Site Contributions

It would be good to get a document or discussion going about what kinds of
content are allowed to contribute. For example, whenever we have some kind
of press for the reproducibility center, a cool tutorial from our lab, or a
neuroimaging tool I'd want feedback on, I'd want to be able to share it. So
clearly defining what we will allow / not allow is paramount to figure out
soon :)
