[Moin-user] moin 1.8.0beta1 released

The most visible changes are:

An upgraded GUI editor (and many bug fixes in related code) - this was
the Summer of Code 2008 project of Moon Byeongweon, mentored by
Alexander Schremmer.

There is also a new theme called "modernized" done by Radomir
Dopieralski (aka TheSheep) with improved CSS, icons and header
rendering.

Aside from these, there are also some smaller / more internal changes,
see docs/CHANGES.

Some system text translations and help pages still need improvement - if
you know a non-english language, you can also help translating and/or
fixing stuff. Please translate on master18 wiki, see:
http://moinmo.in/MoinDev/Translation - your work will get into 1.8.0
release then.
