CategoryTemplate is a template for making new Category pages, like 
"CustomerCategory". All Category pages fall into Category category, 
therefore they have the CategoryCategory on them.

Yes, it is used for categorization of stuff. This is a very generic 
function of MoinMoin, you can generally search all pages linking to one 
specific page (just click on the pagename in the header area). Using 
FooCategory is just a usual convention.
