[Moin-user] Restrict access to UserPreferences Page

Hi,

I'm trying to setup some acls for out wiki.

Everybody should be allowed to read to content, but only a group of
registerd users should be able to write, delete...
acl_enabled = 1
acl_rights_default = 'All:read'
acl_rights_before = 'RalfGross:admin,read,write,delete,revert'

That works, except the UsersPreferences page. If I don't restrict access
to this page, everybody is able to create a user and write access to all
pages.
I put

#acl All:

on the UserPreferences page and wonderd why I could still see the page.
Then I noticed that the second browser - with witch I tested the settings
as anonymous user - had german language settings and I just changed the
rights on the english version of UserPreferences.
Do I really have to add these acls to every language version of a page?
