Summary: Transparently recode localized messages

Initial Comment:
Currently, the localized messages will show up
incorrectly when the config.encoding is not the
encoding of the messages. With this patch, the messages
are transparently recoded to the target encoding if
Python supports the necessary codecs. With that change,
e.g. the German translations will display correctly
even if config.encoding is UTF-8.
