[meta-sig] Retired SIGS, SIG ownership

I've retired the 4 sigs targeted for retirement -- nobody argued.
(They are c++, compiler, plot, and thread).

I hear the complaints about the maintenance state of the website.
We've had an internal discussion about this at PythonLabs, and we're
going ahead with a Zope-based site.  It will take a while, but I
expect that eventually it will be much easier to create SIG-like
places, with mailing lists, a SIG home page, SIG Wikis, SIG
distributions, and so on.
